f.o.b. Gulf HRW No. 2 wheat price decrease to a level of less than $284 per ton for three consecutive
weeks. Since the announcement of the new reference price level the f.o.b. Gulf HRW No. 2 price ranges
between $299 per ton and $343 per ton, but did not breach the level of $284 per ton yet. Although
the new reference price level is not sufficient to increase the producer price for wheat and production
immediately, it enables a more stable environment and certainty for producers to consider increased
wheat production. However, the 506 000 hectares planted to wheat in 2013 reached the lowest level on
record during 2013.
Maize import tariff
The current applicable domestic reference price for maize is still at a level of $110 per ton after a period
of fourteen years. The latter price level is thus completely outdated and needs revision. Grain SA
submitted a request to ITAC that the new domestic reference price for maize be calculated by using the
same methodology as applicable in the determination of the wheat tariff. If approved, the new domestic
reference price will aim at $243,51 per ton. The $243,51 per ton is determined by calculating the five
year f.o.b. value of US No. 2 yellow corn price for the most recent South African maize marketing years,
which is 2008/2009 (May/April) until 2012/2013. Since May 2013 the f.o.b. price level of maize traded
between $318 per ton and $207 per ton.
Poultry import tariff
Grain SA supported the application by the South African Poultry Association to increase the rates of
customs duty on imported poultry. By 2012 the production of poultry products reached 1,5 million tons,
while the consumption of poultry reached a level of 2,2 million tons. To meet the difference in demand
of 700 000 tons of poultry produced, production needs to be increased or poultry has to be imported.
Grain SA favours the increase in domestic poultry production as this will lead to an increase in maize
consumption. The potential substitution of 700 000 tons of poultry imports relates to a potential increase
in the demand of yellow maize of 700 000 tons for feed purposes. The recommended tariff support
would place the South African poultry producers on a similar competitive footing as their counterparts
abroad; it would also allow for a fair and reasonable profit for producers and hence, further investment
in the industry with a concomitant increase in production and employment and would not have an undue
cost-raising impact on consumers.

Mielie-invoertarief
Die huidige plaaslike verwysingsprys vir mielies wat van toepassing is, is na ‘n tydperk van veertien
jaar steeds op ‘n vlak van $110 per ton. Hierdie prysvlak is dus heeltemal verouderd en moet hersien
word. Graan SA het die ITAC versoek om die nuwe plaaslike verwysingsprys vir mielies te bereken aan
die hand van dieselfde metodologie as wat op die koringtarief van toepassing is. Indien dit goedgekeur
word, sal die nuwe plaaslike verwysingsprys op $243,51 per ton staan. Die $243,51 per ton word
bepaal deur die vyfjaar-v.a.b.-waarde van die VSA Nr. 2-geelmielieprys vir die jongste Suid-Afrikaanse
mieliebemarkingsjare, naamlik vir 2008/2009 (Mei/April) tot 2012/2013, te bereken. Sedert Mei 2013
het die v.a.b.-prysvlak vir mielies tussen $318 per ton en $207 per ton verhandel.
Pluimvee-invoertarief
Graan SA het die aansoek deur die Suid-Afrikaanse Pluimveevereniging gesteun om die tariewe vir
doeaneregte op ingevoerde pluimvee te verhoog. Teen 2012 het die produksie van pluimveeprodukte
1,5 miljoen ton bereik, terwyl die verbruik van pluimvee ‘n vlak van 2,2 miljoen ton bereik het. Om in die
verskil in die vraag van 700 000 ton pluimvee te voorsien, moet produksie verhoog word, of pluimvee
moet ingevoer word. Graan SA is ten gunste van die verhoging van plaaslike pluimveeproduksie,
aangesien dit tot ‘n toename in mielieverbruik sal lei. Die potensiële vervanging van 700 000 ton
pluimvee-invoere hou die potensiaal van ‘n toename van 700 000 ton in die vraag na geelmielies vir
voerdoeleindes in. Die aanbevole tariefondersteuning sal die Suid-Afrikaanse pluimveeprodusente op
dieselfde mededingende vlak as hulle eweknieë oorsee plaas en dit sal ook ‘n redelike en billike wins vir
produsente moontlik maak. Verdere belegging in die bedryf, plus ‘n gepaardgaande styging in produksie
en werkverskaffing, sal ook nie ‘n te groot kosteverhogingsimpak vir verbruikers inhou nie.
