biodiesel is 5% at national level. This also poses significant opportunities for oilseeds as soon as the
outstanding pricing policy, regulations and incentives for production are finalised. Grain SA supported
the development of the biofuels industry through active lobbying since its inception. Then after
submissions were made on the finalisation of the biofuels industrial strategy, the organisation later
conducted studies on the viability of the industry and food security with evidence that an inclusion
rate of 2% will not have an impact on food security. Collaboration with the seed industry ensured that
sufficient sorghum seed will be available and that the necessary capacity for analysis by the Southern
African Grain Laboratory (SAGL) is developed through financial contributions by stakeholders.
Crushing plants: Soybean
While South Africa is a net importer of vegetable oils and oilcake (± 900 000 tons per annum) at import
parity price levels, the country at times exported soybeans at export parity price levels. This led to
the development and upgrading of new and existing crushing capacity for soybeans supported by the
Department of Trade and Industry. It is expected that these developments will substitute the growing
imports of oilcake and vegetable oil and to increase the production of especially soybeans. To date,
the planned implementation for the following crushing plants has been reached (
Table 1
). However,
delays in the start-up of some of the plants limit the immediate expected increase in the consumption of
domestic vegetable oil, oilcake and soybeans. The plants of Nedan Oil and Noble Grain are expected
to be completed by the end of October 2013. It is expected that the number of soybeans crushed for oil
and oilcake will reach 600 000 tons in the current marketing year.

petroleumvraag bereik. Die insluitingskoers vir biodiesel op nasionale vlak is 5%. Dit bied ook beduidende
geleenthede vir oliesade sodra die uitstaande prysingsbeleid, regulasies en aansporingsmaatreëls
vir produksie gefinaliseer is. Graan SA het die ontwikkeling van die biobrandstofbedryf van die begin
af deur middel van aktiewe invloedwerwing ondersteun. Nadat voorleggings oor die finalisering
van die biobrandstofbedryfstrategie gemaak is, het die organisasie later studies gedoen oor die
lewensvatbaarheid van die bedryf en voedselsekerheid, met bewyse dat ‘n insluitingskoers van 2% nie
‘n impak op voedselsekerheid sal hê nie. Samewerking met die saadbedryf het verseker dat voldoende
sorghumsaad beskikbaar sal wees en dat die nodige kapasiteit vir ontleding deur die Suider-Afrikaanse
Graanlaboratorium (SAGL) deur middel van finansiële bydraes deur belanghebbers ontwikkel word.
Persaanlegte: Sojaboon
Hoewel Suid-Afrika op invoerpariteitsprysvlakke ‘n netto invoerder van plantaardige olies en oliekoek
is (± 900 000 ton per jaar), het die land al by tye sojabone op uitvoerpariteitsprysvlakke uitgevoer.
Dit het tot die ontwikkeling en opgradering van nuwe en bestaande perskapasiteit vir sojabone gelei,
wat deur die Departement van Handel en Nywerheid ondersteun word. Na verwagting sal hierdie
verwikkelinge die groeiende invoere van oliekoek en plantaardige olies vervang en die produksie van
veral sojabone verhoog. Tot op hede is die beplande implementering van die persaanlegte, soos in
Tabel 1
, afgehandel. Vertragings in die inbedryfstelling van sommige van die aanlegte beperk egter
die onmiddellike verwagte styging in die verbruik van plaaslike plantaardige olie, oliekoek en sojabone.
Die aanlegte van Nedan Oil en Noble Grain sal na verwagting aan die einde van Oktober 2013 voltooi
wees. Die hoeveelheid sojabone wat vir olie en oliekoek gepers word, sal na verwagting in die huidige
bemarkingsjaar 600 000 ton bereik.
