Capacity of tractor fleet
The current total tractive power of the tractor fleet of 5,88 million kW is a bit more than the 4,31 million kW
that was available ten years ago and 21,9% less than the 7,53 million kW that was available twenty years
ago (
Graph 14
). The average tractive power of tractors in the tractor fleet has increased from 57,7 kW
twenty years ago and 66,5 kW ten years ago to 76,5 kW currently (
Graph 15
).
Import rebate on tractor tyres
Until the beginning of the year a rebate applied to the import tariff on tyres smaller than 91 cm. The
International Trade Administration Commission of South Africa (ITAC) announced that the rebate had
been abolished and that from this year imports will occur at the import tariff of 20%. This has a major
impact on the industry, as most of the tyres of this size are imported and not produced locally.
The reasons provided by ITAC for abolishing the rebate are:
The National Regulator for Compulsory Specifications (NCRS) cannot police this – they find it
difficult to distinguish between the various tyres.
To protect the local tyre manufacturers.
Grain SA and Agri SA found that no radial tyres are manufactured in South Africa, therefore it is clear
that proper research were not done. ITAC undertook to investigate the reasons further and provide
feedback to Grain SA and Agri SA.

). Die gemiddelde trekkrag van trekkers in die trekkervloot het van 57,7 kW
twintig jaar gelede en 66,5 kW tien jaar gelede tot 76,5 kW tans toegeneem (

).
Invoerrabat op trekkerbande
Tot aan die begin van die jaar was daar ‘n rabat op die invoertarief vir bande kleiner as 91 cm. Die
Kommissie vir Internasionale Handelsadministrasie van Suid-Afrika (ITAC) het afgekondig dat die rabat
weggeneem is en dat invoere van die begin van die jaar af op die invoertarief van 20% gaan plaasvind.
Dit het ‘n groot impak op die bedryf, want die meeste van hierdie grootte bande word ingevoer en nie
plaaslik geproduseer nie.
Die redes wat ITAC aanvoer hoekom die rabat weggevat is, is:

hulle moeilik om te onderskei tussen die onderskeie bande.
Om die plaaslike bandevervaardigers te beskerm.
Graan SA en Agri SA het gevind dat geen “radial” bande in Suid-Afrika vervaardig word nie, dus is dit
duidelik dat daar nie behoorlike navorsing gedoen is nie. ITAC het onderneem om verdere ondersoek
na die redes in te stel en aan Graan SA en Agri SA terugvoer te gee.
