Seed market
According to the NCEC the area planted to maize during the 2012/2013 production season is 2 781
200 hectares. In comparison with the 2011/2012 season, the area planted increased by 3,0% or 82 000
hectares. This increase in maize hectares planted affected local sales of seed companies in a positive
way. According to the production costs figures of Grain SA, the value of maize seed planted during the
2011/2012 production season, reached R2,162 billion. Given the assumption that producers planted the
same quantity of seed per hectare in the 2012/2013 production season, the total value of seed planted
is estimated to have increased from R2,162 billion to R2,384 billion.
Seed quality
The official seed testing station of South Africa monitors seed quality on an annual basis in terms of
the Plant Improvement Act. From August 2012 to July 2013, 559 samples were taken of which 16
samples did not comply with the minimum requirements of the Plant Improvement Act. Of these, 14
samples taken at seed traders did not comply, while none of the samples of seed meant for exports did
not comply with the minimum requirements of the Plant Improvement Act. There were two samples of
imported seed that did not meet the minimum requirements.
During the 2012/2013 production season Grain SA also assisted grain producers to address problems
they had with seed quality.
Farm saved seed
Most of the agriculture acts are currently being reviewed. One of the acts concerned is the Plant
Breeders’ Rights Act.
“Farmers privilege”
is contained in this act and permits the producer to hold back
seed. This clause indicates that the producer may hold back a part of his crop, but only for personal
use. Seed companies allege that wheat and soybean producers hold back up to 85% of their seed,
which has a negative impact on the income of seed companies. The holding back of seed has a
negative impact on investment in the seed industry and therefore few new cultivars and technology
are released in the market.

2 781 200 hektaar. Vergeleke met die 2011/2012-seisoen het die aangeplante oppervlakte met 3,0% of
82 000 hektaar toegeneem. Hierdie toename in mieliehektare aangeplant het die plaaslike verkope van
saadmaatskappye positief geraak. Volgens die produksiekostesyfers van Graan SA het die waarde van
die mieliesaad wat in die 2011/2012-produksieseisoen aangeplant is, R2,162 miljard bereik. In die lig
van die aanname dat produsente in die 2012/2013-produksieseisoen dieselfde hoeveelheid saad per
hektaar geplant het, word daar geraam dat die totale waarde van die saad aangeplant vanaf
R2,162 miljard tot R2,384 miljard gestyg het.
Saadkwaliteit
Die amptelike saadtoetsstasie van Suid-Afrika monitor saadkwaliteit op ‘n jaargrondslag ingevolge die
Wet op Plantverbetering. Vanaf Augustus 2012 tot Julie 2013 is 559 monsters geneem, waarvan 16
nie aan die minimum vereistes van die Plantverbeteringswet voldoen het nie. Hiervan het 14 monsters
wat by saadhandelaars geneem is en geen monsters van saad wat vir uitvoer bestem was, nie aan die
minimum vereistes van die Plantverbeteringswet voldoen nie. Daar was twee monsters van ingevoerde
saad wat nie aan die minimum vereistes voldoen het nie.
Tydens die 2012/2013-produksieseisoen het Graan SA graanprodusente ook gehelp om probleme met
saadkwaliteit aan te spreek.
Terughouding van saad
Die meeste landbouwette word tans hersien. Een van hierdie wette ter sprake is die Wet op Planttelersregte.
“Farmers privilege”
is vervat in hierdie wet wat die produsent toelaat om saad terug te hou. Dié klousule
beskryf dat die produsent van sy oes kan terughou, maar slegs vir eie gebruik. Saadmaatskappye beweer
dat koring- en sojaboonprodusente tot 85% van hul saad terughou, wat ‘n negatiewe impak op die inkomste
van saadmaatskappye het. Die terughouding van saad het ‘n negatiewe impak op investering in die
saadbedryf en daarom word min nuwe kultivars en tegnologie in die mark vrygestel.
