In terms of the Constitution of Grain SA, Congress is the highest authority for policy decisions and when
Congress is not in session, the Executive is the highest authority. The Management Committee directs
the daily needs of the organisation. During Congress, policy is determined for Grain SA, and is then
implemented via the Executive and Working Groups of the Executive.
ANNUAL CONGRESS
The Annual Congress took place at NAMPO Park on 6 and 7 March 2013. The Congress is constituted
in terms of the Constitution of Grain SA, with a total of 340 delegates from 27 regions on the basis
of the payment of commodity levies and 32 delegates from two regions on the basis of study group
membership. The latter representatives represent the emerging grain producer sector and attend the
Congress as full voting delegates.
Format and theme of the Congress
The Congress theme focused on “More with less”. The Congress format was adapted to make provision
for two panel discussions, with the following themes:
Surviving the global food realities, options and strategies for South Africa
, introduced by
Prof Marcos Fava Neves of the University of São Paulo, Brazil.
Food security and land reform, introduced by Mr Mduduzi Shabane, Director General of the
National Department of Rural Development and Land Reform.
Both sessions were supported by panel members from the grain value chain, which led to greater
interaction with delegates and guests.
The process of discourse during the panel sessions was facilitated by Mr Bongani Bingwa,
a
Carte Blanche
presenter.
The panel discussions created a “studio atmosphere”, which allowed discussions to flow and ensured
a high volume of interaction between delegates and experts on the panel. Information technology
supported the process and contributed to making the new format Congress a success. The
Twitter
network was also used to support discussion and facilitate questions from the audience.
In terme van die Grondwet van Graan SA is Kongres die hoogste gesag vir beleidsbesluite en wanneer
Kongres nie in sitting is nie, die Hoofbestuur. Die Dagbestuur rig die dag-tot-dag behoeftes van die
organisasie. Tydens Kongres word beleid vir Graan SA bepaal, wat daarna via die Hoofbestuur en
Werkgroepe van die Hoofbestuur uitgevoer word.
JAARKONGRES
Die Jaarkongres het op 6 en 7 Maart 2013 by NAMPO Park plaasgevind. Die Kongres word in terme van
die Graan SA Grondwet gekonstitueer, met ‘n totaal van 340 afgevaardigdes uit 27 strekegebaseer op die
betaling van bedryfsheffings en 32 afgevaardigdes uit twee streke gebaseer op studiegroeplidmaatskap.
Laasgenoemde afgevaardigdes verteenwoordig die opkomende graanprodusentesektor en die persone
woon die Kongres as volwaardige, stemgeregtigde afgevaardigdes by.
Formaat en tema van Kongres
Die Kongrestema het gefokus op “Meer met minder”. Die Kongresformaat is aangepas om voorsiening
te maak vir twee paneelbesprekings, met die volgende temas:

Fava Neves van die Universiteit van São Paulo, Brasilië.
Voedselsekerheid en grondhervorming, ingelei deur mnr Mduduzi Shabane, direkteur-generaal van
die Nasionale Departement van Landelike Ontwikkeling en Grondhervorming.
Beide gespreksessies is ondersteun deur paneellede uit die graanwaardeketting, wat tot groter
interaksie met afgevaardigdes en gaste gelei het.
Die proses van diskoers tydens die paneelsessies, is deur mnr Bongani Bingwa ‘n
Carte Blanche

aanbieder, gefasiliteer.
Die paneelbesprekings het ‘n “ateljee-atmosfeer” geskep, waardeur besprekings gevloei het, met ‘n hoë
volume interaksie tussen afgevaardigdes en kundiges op die paneel. Inligtingstegnologie het die proses
ondersteun en het bygedra om van die nuwe formaat Kongres ‘n sukses te maak. Daar is ook van die

-netwerk gebruik gemaak om gespreksvoering te ondersteun en vrae uit die gehoor te fasiliteer.
