Introduction
Inleiding
The strategic objectives that Grain SA set three years ago were essentially achieved, and in the past
reporting year more than one objective that the Organisation had pursued over the years was attained.
However, climatic extremes made it a challenging season for the Organisation and its members to
operate in.
Because of the dualism of record harvests in the east and crop failures in the west, the personnel
team of Grain SA experienced a difficult year. There was a stark contrast between the prosperity of
some members and the dejection experienced by others. It was disillusioning to realise that the best
agricultural practices and the very best drought-resistant cultivars could not succeed in beating the
drought – in fact, the climatic conditions could at best be alleviated. In spite of good management
practices, rain is still an essential element of the success of a grain producer.
Another form of pressure on farmers is caused by fundamentals like land value, the free market and
ownership coming under attack, as occurred in the past year. This makes one realise once more that
Grain SA’s human capital is a tremendous asset. If a commodity organisation is unable to absorb
the pressure, a shift in these major fundamentals marks the end of the game. In the end, your rate of
adjustment and recovery after a storm is determined by skills, and I am grateful to report that Grain SA
was able to withstand the pressure this past year.
The relationship between Grain SA and certain government institutions improved during the past
year. Successful relationships were established with the Departments of Trade and Industry, Rural
Development and Land Reform, and the ARC. These stronger relationships confirm the fact that the
agricultural industry can survive without politics. However, the inadequate service delivery and low level
of effectiveness of the Department of Agriculture, Forestry and Fisheries remains a source of concern.
Die strategiese mikpunte wat Graan SA drie jaar gelede gestel het, is grootliks behaal en in die
afgelope verslagjaar is meer as een doelwit waaraan die organisasie oor jare gewerk het, verwesenlik.
Klimaatuiterstes wat geheers het, het dit egter vir die organisasie en sy lede ʼn uitdagende seisoen
gemaak om in te funksioneer.
Die personeelspan van Graan SA het ‘n moeilike jaar deurgemaak met die dualisme van rekordoeste
in die ooste en misoeste in die weste. Daar was ‘n skrille kontras tussen die voorspoed van sommige
lede en die moedeloosheid wat ander lede ervaar het. Dit was ‘n ontnugtering dat die beste
landboupraktyke en heel beste droogtebestande kultivars, die droogte nie kon klop nie – tewens, dit
kon die klimaatstoestande hoogstens versag. Ten spyte van goeie bestuurspraktyke, is reën steeds ‘n
oorweldigende faktor vir die suksesvolle graanprodusent.
‘n Ander vorm van druk op landbouers ontstaan wanneer fundamentele beginsels soos grondwaarde,
die vrye mark en eiendomsreg onder skoot kom, soos wat in die afgelope jaar gebeur het. Dit
is wanneer ‘n mens opnuut besef dat Graan SA se mensekapasiteit ‘n absolute bate is. As ‘n
kommoditeitsorganisasie nie die vermoë het om die druk te absorbeer nie, is dit die einde van die
wedstryd as hierdie groot fundamentele aspekte skuif. Vaardighede is eindelik wat jou spoed van
aanpassing en spoed van herstel ná ‘n storm bepaal en ek is dankbaar om te rapporteer dat Graan SA
vanjaar dié druk kon weerstaan.
Graan SA se verhouding met sekere staatsinstellings het oor die afgelope jaar verbeter.
Suksesvolle betrekkinge is gevestig met die Departement van Handel en Nywerheid, Plaaslike
Ontwikkeling en Grondhervorming asook die LNR. Hierdie sterker verhoudings wat gesmee kon
word, is tekenend daarvan dat die landboubedryf kán aangaan sonder die politiek. Die Departement
van Landbou, Bosbou en Visserye se ontoereikende vlak van dienslewering en lae effektiwiteit is
egter steeds ‘n bron van kommer.
