Grain SA has ensured that the important clause pertaining to farmers’ privileges remain within the
legislation. At the same time a greater understanding of the responsible use of farm saved seed, has
been established with producers. Grain SA in cooperation with SANSOR (representatives of seed
companies and breeders) and the government is working towards the finalisation of an end point royalty
system; this will ensure that new technologies will still be accessible to grain producers. Appropriate
regulatory systems that are adapted to our country’s needs and the effective enforcement of PBR will be
essential to stimulate private sector investments. Other pieces of legislation still under review and for which
we have taken the initiative to contribute our inputs to, include the Agricultural Research Act of 1990, the
Agricultural Product Standard Act of 1990 and the Marketing of Agricultural Products Act of 1996.
The existence of food safety standards, particularly in grains, has expanded rapidly. These standards
resulted from public legislation and have greatly assisted in the improvement of food safety. A great deal of
work was done to assist grain producers with understanding these quality standards and how to practically
comply. Case in point is the ground nut food safety standards and various other grading standards.
Grain SA was instrumental in the establishment of a dedicated food safety platform with the government to
discuss these issues as pertaining to grains. Amarket access platform to discuss compliance to biosecurity
(phytosanitary rules) for international and regional market access for our grains has also been established.
Key focus areas for research for the past year that we facilitated with various research partners to
respond to challenges from producers were:
Control of pests and diseases.
Breeding – higher yields, resilience to biotic (insects, diseases and viruses) and abiotic
(droughts) stresses and yield and performance gaps.
Conservation agriculture.
Influencing policies and legislation that affect grain production.
Diagnostic services for grain producers.
Greater cooperation with seed companies.
Issues pertaining to food safety and traceability.

Landbounavorsing van 1990, die Wet op Landbouprodukstandaarde van 1990 en die Wet op Bemarking
van Landbouprodukte van 1996 in.
Die bestaan van standaarde ten opsigte van voedselsoorte, veral graan, het vinnig uitgebrei. Hierdie
standaarde was die gevolg van openbare wetgewing en het baie gehelp om voedselveiligheid
te verbeter. Baie werk is gedoen om graanprodusente te help om hierdie gehaltestandaarde
te verstaan, en te verstaan hoe om dit prakties na te kom. ‘n Voorbeeld is die grondboon-
voedselveiligheidstandaarde en verskeie ander graderingstandaarde. Graan SA het ‘n rol gespeel
om saam met die regering ‘n toegewyde voedselveiligheidsplatform te vestig om hierdie kwessies ten
opsigte van graan te bespreek. ‘n Marktoegangsplatform om nakoming van biosekuriteit (fitosanitêre
reëls) vir internasionale en streeksmarktoegang vir ons graan te bespreek, is ook gestig.
Belangrike fokusareas vir navorsing oor die afgelope jaar wat ons in reaksie op uitdagings van
produsente met verskillende navorsingsvennote gefasiliteer het, was:
Beheer van plae en siektes.
Teling – hoër opbrengste, aanpasbaarheid by biotiese (insekte, siektes en virusse) en abiotiese
(droogtes) stresfaktore en opbrengs- en prestasiegapings.
Bewaringslandboupraktyke.
Beïnvloeding van beleide en wetgewing wat graanproduksie raak.
Diagnostiese dienste vir graanprodusente.
Groter samewerking met saadmaatskappye.
Kwessies ten opsigte van voedselveiligheid en naspoorbaarheid.
