No amount of technology can feed a nation that does not itself prioritise food security and agriculture in
its national budget and national development plan.
Much of agriculture’s failure to achieve its potential in South Africa is institutional. Challenges remain to
produce more food and to feed a growing population with a smaller rural labour force, to produce more
feedstock for a potentially huge bio-energy market, to adopt more efficient and sustainable production
methods and to adapt to climate change. Poor rural infrastructure coupled with a lack to move
more grains back to rail and a declining technical capacity coupled with an urgent increase in public
investment in plant breeding, remains some of the key issues.
This year Grain SA has taken great effort to bring about meaningful contributions through:
The formation of new alliances – the Department of Trade and Industry (the DTI), the Department of
Agriculture, Forestry and Fisheries (DAFF) and Grain SA forum.
The enhancement of communication between the public and private sectors.
Inputs into policies and legislation applicable to the grain sector.
The lack of consensus on grain agricultural research and policy issues threatens the effectiveness
of future grain research activities. These will require stronger and more diverse partnerships among
research parties, especially between the public and private sectors.
Producers have a unique stake in policy decisions; they are the ultimate recipients of technologies.
Their ability to influence decisions depends on the strength of their voice and the level of receptivity of
the government. Great strides have been made to improve the overall influencing of the government
and to build stronger structures with government to ensure that future spending on research and
development (R&D) is improved. To this end a formal forum has been established between the dti,
DAFF and Grain SA. This remains a key strategic area to further strengthen and assist the government
and to build the linkages between agricultural research policies and policies for science and technology.
Several pieces of public legislation pertaining to agriculture, agricultural R&D have been under review
for the past financial year. The Plant Breeder’s Rights Bill (PBR) is in an advanced stage of finalisation;

Uitdagings duur voort om meer voedsel te produseer en ‘n groeiende bevolking met ‘n kleiner landelike
arbeidsmag te voed, meer grondstof vir ‘n potensieel reusagtige bio-energiemark te produseer,
doeltreffender en meer volhoubare produksiemetodes te implementeer en by klimaatsverandering aan
te pas. Swak landelike infrastruktuur, tesame met ‘n probleem om meer graan na spoorvervoer terug
te skuif en ‘n dalende tegniese kapasiteit tesame met ‘n dringende toename in openbare investering in
plantteelt, bly van die belangrikste kwessies.
Hierdie jaar het Graan SA baie moeite gedoen om betekenisvolle bydraes te maak deur:
Die vorming van nuwe alliansies – die Departement van Handel en Nywerheid (die DTI), die
Departement van Landbou, Bosbou en Visserye (DAFF) en Graan SA forum.
Die verbetering van kommunikasie tussen die openbare en privaat sektor.
Insette in beleid en wetgewing van toepassing op die graansektor.
Die gebrek aan konsensus oor graanverwante landbounavorsingsbeleidskwessies bedreig die
doeltreffendheid van toekomstige graannavorsingsaktiwiteite. Dit sal sterker en meer uiteenlopende
vennootskappe onder navorsingspartye vereis, veral tussen die openbare en privaat sektor.
Produsente het ‘n unieke aandeel in beleidsbesluite; hulle is die uiteindelike ontvangers van tegnologie. Hulle
vermoë om besluite te beïnvloed, hang af van hoe sterk hulle stem is en van die vlak van ontvanklikheid
van die regering. Groot vordering is gemaak om die algehele beïnvloeding van die regering te verbeter en
om sterker strukture met die regering te bou om te verseker dat toekomstige besteding aan navorsing en
ontwikkeling verbeter word. Met hierdie doelwit voor oë is ‘n formele forum tussen die dti, DAFF en Graan
SA gestig. Dit bly ‘n belangrike strategiese gebied om die regering verder te versterk en by te staan en om
die bande tussen landbounavorsingsbeleide en beleide vir wetenskap en tegnologie te bou.
Verskeie stukke openbare wetgewing ten opsigte van landbou en landbounavorsing en ontwikkeling is die
afgelope finansiële jaar hersien. Die Wetsontwerp op Planttelersregte (PBR) is in ‘n gevorderde stadium
