In the first year, this project was very successful. As a result the DRDLR suggested that Grain SA
should expand on these activities in other provinces. Grain SA made contact with the manager of the
recapitalisation programme in the North West Province and upon his recommendation, business plans
was prepared for 40 farmers (most of whom were known to the Grain SA programme and had attended
a number of training courses). Grain SA prepared the business plans for these farmers according to
the DRDLR’s requirements, which include the purchase of new and used tractors and implements, crop
production input costs, purchase of livestock, repairs to fencing and water supply and the construction
of farm sheds.
During a meeting held between the DARD, the DRDLR and Grain SA, the prepared business plans
were discussed. As the budget for the 40 plans exceeded the budget available through the DRDLR,
David Mashiloane of the DRDLR agreed to fund the farmers who had received land through the Land
Redistribution Programmes (LRAD and PLAS) and Dr Mogajane, the Head of the DARD at the time,
agreed to fund the remaining 26 farmers who were all farming on communal land. The prepared
business plans were approved without amendments (which is why the group of 26 farmers had
mechanisation, sheds, fencing and livestock included in their plans).
After approving the 26 plans, the DARD requested Grain SA to prepare business plans for a further
83 farmers. These farmers were selected by the DARD from the various regions in Ngaka Modiri
Molema (most were individuals while others were groups). The 83 farmers were to make use of the
mechanisation packages that had been given to the DARD by the Department of Agriculture, Forestry
and Fisheries (DAFF) during April of 2012 (delivered to Kgora).
Upon inspection of the available mechanisation, Grain SA realised that the equipment provided would
not be sufficient to work all the identified arable lands already identified to be part of the project for the
83 farmers. A list of additional equipment (tractors and implements) required was prepared and this too
was submitted to the DARD for approval.

Graan SA hierdie aktiwiteite na ander provinsies moet uitbrei. Graan SA het met die bestuurder
van die herkapitaliseringsprogram in die Noordwes Provinsie kontak gemaak en op sy aanbeveling is
sakeplanne vir 40 boere opgestel (die meeste van hulle was met die Graan SA-program bekend en het
'n aantal opleidingskursusse bygewoon). Graan SA het die sakeplanne vir hierdie boere saamgestel aan
die hand van die DLOGH se vereistes, wat die aankoop van nuwe en gebruikte trekkers en implemente,
gewasproduksie-insetkoste, die aankoop van lewende hawe, herstelwerk aan heinings
en watervoorsiening en die konstruksie van plaasskure insluit.
Tydens ’n vergadering tussen die DLLO, die DLOGH en Graan SA is die saamgestelde sakeplanne
bespreek. Aangesien die begroting vir die 40 planne die begroting oorskry het wat deur die DLOGH
beskikbaar gestel is, het David Mashiloane van die DLOGH ingestem om die boere te befonds wat
grond deur middel van die Grondherverspreidingsprogramme (LRAD en PLAS) ontvang het en
Dr Mogajane, die Hoof van die DLLO op daardie tydstip, het ingestem om die oorblywende 26 boere,
wat almal op gemeenskaplike grond boer, te befonds. Die opgestelde sakeplanne is sonder wysigings
goedgekeur (dit is waarom die groep van 26 boere meganisering, skure, omheining en lewende hawe
by hulle planne ingesluit het).
Nadat die 26 planne goedgekeur is, het die DLLO Graan SA versoek om sakeplanne vir ’n
verdere 83 boere op te stel. Hierdie boere is deur die DLLO uit die verskillende streke in Ngaka
Modiri Molema gekies (die meeste was individue, terwyl ander groepe was). Die 83 boere sou die
meganiseringspakkette gebruik wat in April 2012 deur die Departement van Landbou, Bosbou en
Visserye (DAFF) aan die DLLO gegee is (aan Kgora gelewer).
By ondersoek van die beskikbare meganisering het Graan SA besef dat die toerusting wat verskaf is,
nie voldoende sou wees om al die geïdentifiseerde bewerkbare grond te bewerk wat reeds as deel
van die program vir die 83 boere geïdentifiseer is nie. ’n Lys van bykomende toerusting (trekkers en
implemente) benodig, is opgestel en dit is ook vir goedkeuring aan die DLLO voorgelê.
