We have to remind ourselves constantly of what we are trying to achieve through this programme – it is
relatively easy to just keep busy every day, but we must remain focused on our outcomes. We are trying
to unite the agricultural sector – for many years this sector was divided along racial lines and we are
working towards having all grain farmers speak with one voice in the best interests of the industry.
We are working at making the citizens of this country aware of the important role of the agricultural sector,
aware of the career opportunities that exist within the agricultural sector and equipping the people with skills
so that they can make a real contribution. It is critical that we have food sovereignty as a country so that we
are able to feed the citizens of our country without having to use foreign exchange (we must save this for
those products that we cannot produce locally). We also have an obligation to ensure that our citizens have
food security – both at a household and national level. Our country needs jobs in the rural areas and we see
this sector as having a key role to play in this regard. At the end of it all, we must try to get every piece of
arable land into production as this is the way to achieve all the other goals already mentioned.
We are very fortunate to be in a position to contribute towards the goals as laid out above and this is
only possible through the generous and continuous support that we get from the Maize Trust, the Winter
Cereal Trust, the AgriSETA, the Agricultural Research Council (ARC) and the Oil and Protein Seeds
Development Trust. Without their funding, this programme would not exist and we wish to express our
sincere thanks to them for the trust that they place in our efforts. Over the past nine years, they have
invested R104 million in our Farmer Development Programme.
In order to achieve the outcomes we have in mind, we are trying to address all aspects related to the
use of arable land and the development of farmers. We require any person who would like to be part of
the programme to have access to land. The systems of tenure on this land vary:
Communal land, which in fact belongs to the government and is managed by the tribal authority.
The farmer gains access to the land through what is known as a “permission to occupy”. This tenure
is not very secure in that most farmers who are progressing, use their own allotment, as well as the
allotments of others who are not using theirs. They therefore have security on their own land, but
not on the other land.
Ons moet onsself voortdurend herinner aan wat ons deur middel van hierdie program wil bereik – dit is
relatief maklik om bloot elke dag besig te bly, maar ons moet op ons uitkomste gefokus bly. Ons probeer
die landbousektor verenig – hierdie sektor is jare lank op grond van ras verdeel en ons streef daarna
om alle graanboere met een stem te laat praat, in die beste belang van die bedryf.
Ons werk daaraan om die burgers van hierdie land bewus te maak van die belangrike rol van die land-
bousektor en die werksgeleenthede wat in die landbousektor bestaan en om die mense met vaardighede toe
te rus sodat hulle ’n ware bydrae kan maak. Dit is van kritieke belang dat ons as ’n land voedselsoewereini-
teit moet hê sodat ons die mense van ons land kan voed sonder om buitelandse valuta te gebruik (ons moet
die buitelandse valuta spaar vir daardie produkte wat ons nie plaaslik kan produseer nie). Ons het ook ’n
verpligting om te verseker dat ons burgers voedselsekerheid het – op huishoudelike sowel as nasionale vlak.
Ons land het werksgeleenthede in die landelike gebiede nodig en ons is van mening dat hierdie sektor ’n
sleutelrol in hierdie verband kan speel. Op die ou einde moet ons probeer om elke stukkie bewerkbare grond
in produksie te kry, aangesien dit die manier is om al die ander doelwitte wat reeds genoem is, te bereik.
Ons is baie gelukkig om in ’n posisie te wees om by te dra tot die doelwitte soos dit hierbo uiteengesit
word, en dit is slegs moontlik as gevolg van die vrygewige en deurlopende steun wat ons van die
Mielietrust, die Wintergraantrust, die AgriSETA, die Landbounavorsingsraad (LNR) en die Olie- en
Proteïensade Ontwikkelingstrust ontvang. Sonder hulle befondsing sal hierdie program nie bestaan nie,
en ons spreek graag ons opregte dank teenoor hulle uit vir die vertroue wat hulle in ons pogings het.
Oor die afgelope nege jaar het hulle R104 miljoen in ons Ontwikkelende Landbou-program belê.
Ten einde die uitkomste te bereik wat ons in gedagte het, probeer ons aandag skenk aan alle aspekte
wat op die gebruik van bewerkbare grond en die ontwikkeling van boere betrekking het. Ons vereis
dat enige persoon wat aan die program wil deelneem, toegang tot grond moet hê. Die stelsels van
verblyfreg op hierdie grond wissel:
Gemeenskaplike grond, wat in werklikheid aan die regering behoort en deur die stamowerheid
bestuur word. Die boer verkry toegang tot die grond deur middel van wat bekend staan as
“vergunning tot okkupasie”. Hierdie verblyfreg is nie sonder risiko nie omdat die meeste boere wat
vorder, hulle eie stuk grond gebruik asook die grond van ander wat nie hulle s’n gebruik nie. Hulle is
dus seker van hulle eie grond, maar nie van die ander grond nie.
