DIESELrabat

Die dieselrabat het weer eens in hierdie verslagdoeningstydperk

prioriteitsaandag ontvang. Vertragings in die betaling van die diesel-

rabat en BTW-eise het veroorsaak dat produsente ernstige kontant­

vloeiprobleme ervaar het. Daar was vertragings in uitbetalings deur die

SAID sonder dat redes vir die vertragings gegee word, terwyl ander

die gevolg was van oudits wat gedoen is; uitdagings met kommuni-

kasie en vertolking van logboekinskrywings. Gereelde vergaderings is

met die SAID se hoofkantoor in hierdie verband gehou. Graan SA het

ook met Agri SA en Suid-Afrikaanse Instituut van Belastingkundiges

(SAIB) saamgewerk aan ’n vraelys wat waardevolle inligting verkry het

wat met die SAID en Tesourie opgevolg kon word. Gereelde gesprekke

is ook met die Belastingombud gevoer om probleme wat met vertra­

gings ervaar word onder sy kantoor se aandag te bring.

In 2017 het die Tesourie ’n besprekingsdokument oor die nuwe

dieselkortingstelsel gepubliseer. Graan SA het hieroor kommentaar

gelewer. Die Tesourie en die SAID het in Augustus 2018 bedryfswerks­

winkels aangebied waar die voorstelle vir die dieselkortinghersiening

behoorlik bespreek is. In September 2018 het Graan SA ook finale

kommentaar oor die beoogde veranderinge verskaf.

Die landboumasjineriebedryf

As gevolg van gevorderde internasionale tegnologie voer Suid-

Afrika die meeste van sy landboumasjinerie in, wat weer eens die R/$-

wisselkoers ’n belangrike faktor in prysbepaling maak. ’n Versterking

van die rand dra dus tot laer pryse op landboumasjinerie by, terwyl ’n

swakker rand tot hoër pryse bydra.

PRYSE

Die prys van landboumasjinerie het gemiddeld met 2,3% gedaal vanaf

Augustus 2017 tot Augustus 2018, en met 2,7% van September 2017

tot September 2018. Die jaar-tot-jaar-tendens ten opsigte van die

verandering in die prysdaling van die vier klasse landboumasjinerie,

naamlik trekkers, stropers, hooi- en voertoerusting en implemente

word in

getoon.

die prysverhouding tussen die trekkers en die mielieprys effens verklein

het – veral as gevolg van laer trekkerpryse die afgelope jaar.

TREKKERVERKOPE

(op bladsy 98) toon wat tans in die Suid-Afrikaanse mark

met trekkerverkope gebeur. Let daarop dat hierdie syfers uitvoere uitsluit,

en slegs plaaslike verkope insluit. Jaarlikse trekkerverkope in hierdie tyd-

perk (1995 - 2017) het gewissel tussen ’n minimum van 2 624 eenhede in

1999 en 7 899 eenhede in 2012. Tussen 2016 en 2017 het trekkerverkope

met 8,7% gestyg – vanaf 5 854 in 2016 tot 6 362 eenhede in 2017.

DIESEL REBATE SYSTEM

The diesel rebate once again received priority attention during

this reporting period. Delays in the payment of the diesel rebate

and VAT claims caused producers to experience major cashflow

problems. There were some delays in pay-outs by SARS without

reasons given for the delays, whilst others were due to audits that

have been done; challenges with communication and interpretation of

logbook entries. Frequent meetings were held with SARS’ head office

in this regard. Grain SA also participated with Agri SA and the South

African Institute of Tax Practitioners (SAIT) in a questionnaire, where

valuable information was obtained that could be taken up with SARS

and Treasury. Frequent discussions were also held with the Tax

Ombud to bring problems experienced with delays to the attention

of his office.

In 2017, Treasury published a discussion document for a new diesel

rebate system. Grain SA commented on this. Treasury and SARS held

industry workshops in August 2018 where the proposals for the diesel

rebate review were properly discussed. In September 2018, Grain SA

also finally commented on the proposed changes.

The agricultural machinery industry

Due to advanced international technology, South Africa imports most

of its agricultural machines, once again making the R/$ exchange

rate an important factor in pricing. The strengthening of the rand

therefore contributes to lower agricultural machinery price trends,

while a weaker rand contributes to higher price trends.

PRICES

The prices for agricultural machinery have decreased on average

by 2,3% from August 2017 to August 2018, and by 2,7% from

September 2017 to September 2018. The year-on-year trend with

respect to the change in the price decrease of the four classes of

agricultural machinery, namely tractors, combine harvesters, hay

and forage equipment as well as implements, on an annual basis,

is displayed in

Table 6

.

Graph 8

(on page 98) compares the price indices of the tractor price

and the maize price since 1985/1986. From the graph, it is clear that the

price ratio between tractors and the maize price has closed up a bit

– especially due to lower tractor prices over the past year.

TRACTOR SALES

Graph 9

(on page 98) depicts what is currently happening to tractor

sales in the South African market. Note that these figures exclude

exports and only include local sales. Annual tractor sales during this

period (1995 - 2017) varied between a minimum of 2 624 units in 1999

and a maximum of 7 899 units in 2012. Between 2016 and 2017, tractor

sales increased by 8,7%, from 5 854 in 2016 to 6 362 units in 2017.
